Past Experience

Below is a list of representative high-profile cases and Phil’s experience in the licensing field before he set up his own specialist licensing practice in 2013:

  • Licensing applications and representation at hearings for Premiership and League Football Clubs – Leicester City FC; Aston Villa FC; Birmingham City FC; Notts County FC (1994 – 2000)
  • Advised and represented a national Plc managed pub company, Mitchells and Butlers Plc (prev. Bass Leisure Retail) for numerous licensing applications and review hearings and appeals in London and the South from 2000 – 2013.
  • Advised and represented the BBC in entertainment licensing matters from 2006 to 2013, including dealing with new licence applications for Media City (Salford); BBC Maida Vale; Radio Theatre and New Broadcasting House (Westminster)
  • Obtained the first late hours approval (Section 77 Certificate) for a bar in Birmingham (Circo – 1997)
  • Advised and represented University of Central England for various licensing applications 1996 – 2000
  • Specialist advice and representation for music festival and outdoor event organisers dealing with numerous live music festival and outdoor event licensing applications and hearings before licensing committees and appeals in the Magistrates’ Courts (see ‘Live Music Festivals and Outdoor Events’ heading)
  • Represented a national convenience store operator, Dillons Stores, for over 40 contested licensing hearings across the country for One Stop stores from 1996 – 2000 (100% success rate)
  • Managed and co-ordinated the transitional licensing applications in 2005 and 2006 for the team’s many clients, including Mitchells and Butlers; Waitrose; John Lewis; Live Nation; Aramark; Apollo Cinemas; Park Resorts and Mayfair Bingo Ltd
  • Acted for Donington Park (Castle Donington) to secure a new Premises Licence for the racetrack, conference centre and buildings (2007)
  • Represented Somerfield Stores Ltd for their successful appeal against the imposition of restrictive conditions by Bristol City Council (2009) – Decision confirmed on appeal by the Council by way of Judicial Review
  • Acted for Gunwharf Quays Management Ltd, Portsmouth in various licence applications for restaurants and bars and for an outdoor market 2004 – 2013
  • Acted for a national contract caterer in obtaining various premises licences for corporate venues (2003 – 2013)
  • Acted for a national Holiday Park operator, Park Resorts Ltd, in securing Bingo Premises Licences and variations across their estate (2006 – 13)
  • Acted for a start-up Betting Company, Roar Betting, and secured 7 Betting Premises Licences in the outer London area from 2006 to 2009
  • Acted for Welcome Break in obtaining an Operating Licence and new Adult Gaming Centre Premises Licences and variations for their Motorway Service Station estate
  • Advised Whitbread and Premier Inn on terms and conditions and legal requirements for prize draws and promotions (2008 – 13)
